The Town and Talent Project aims to introduce information network technology to villages still dwelling in the agricultural society. This will develop a local knowledge-based economy, thus congregating people from far-flung villages in central locations. By developing the service industry, these rural villages will make the leap into Internet Villages. This project is primarily based on member school participation in numerous regions. Member schools will be able to use computers and Internet resources to increase their rate of students testing into higher education. In order to foster 21rst century employment skills, students must actively increase their software, English, and typing abilities.The immediate goal is to put local information on the Internet.The ultimate goal of the Town and Talent Project is to elevate the level of knowledge, income and standard of living in the west to match that of eastern coastal China.
Within 5 to 10 years, the Town and Talent Member School Project plans to set up one thousand schools all over western China with “One Touch”operating systems enabled computer classrooms each has its own web-site.It also seeks to set up one thousand Digital Centers in western China. Through the Digital Centers, Town and Talent Technologies will employ 10,000 talents with computer and Internet skills.

The“Town and Talent Member School Project”functions as a launching pad for exchange with the global community. Until the end of September 2005, there are more than one hundred member schools, in 15 provinces and cities, located in Shaanxi, Gansu, Ningxia, Qinghai, Tibet, Sichuan, Hebei, Jilin, Guangxi, Zhejiang, Inner Mongolia, Guizhou, Heilongjiang as well as Chongqing and Beijing.
Member schools in the Town and Talent Project not only receive computers and related equipment, but are also eligible for free educational software. For instance, this has included the High School and College Entrance Exam One-Step Programs, as well as individual English, Typing, and Software One-Step Programs. Furthermore, specialized engineers will provide indefinite technical assistance to member schools. In such a manner, schools can drastically improve the rate of ongoing student education and student employability. By encouraging e-business, member schools can have their own web-sites,and will act as influential movers in 'schools leading local economic development'. They become the beneficiaries of the 'Care For China West ' e-charity program.Finally, they will accelerate the shift to a knowledge-based economy. |
