Yellow Sheep River is a tiny mountain village at the foot of Mount Qilian, where used to be fertile and yellow sheep roamed. With the deterioration of natural environment, what have left are the barren land, silent mount and desperate poor people. In Oct, 2000, Sayling Wen, the former President of Inventec Electronics (Tianjin) visited this place and was moved by what he saw. However, this occasional visit gave birth to the Town and Talent Technologies (China) Co., Ltd(TTT for short).


As for people in Yellow Sheep River, Sayling not only gave them material assistance, but also wanted to change their life fundamentally. He decided to help them by using internet, invite local teachers to have training course in Tianjin, who could later instruct students in making web pages. The top 100 students were invited to visit Tianjin and Beijing. In only one year, the total number of students in Yellow Sheep River Vocational Middle School increased from 300 to 600, while the present number is 1400. Great changes have happened in Yellow Sheep River and internet has changed their life.

Yellow Sheep River, which used to be an undeveloped rural mountain area, has become a good example of getting rid of poverty by internet. This common village is reported by domestic and overseas mass media. Chinese government puts high priority and supports the development of this village. Experts and scholars from USA, Hong Kong, Taiwan and other areas come to study the new style of development in this area. This unknown village has become famous in the whole world.

Dated back to the end of 2000, Sayling shared his idea with Mr. Wang Dao-han and about developing Yellow Sheep River by internet. They were quite happy to learn this idea and decided to carry out a plan called "Town and Talent", to copy 1000 "Yellow Sheep River" in national wide. In the plan, schools would lead local economic development to create wealth through internet. He invested 50 million dollars to set up Town and Talent Technologies (China) Co., Ltd, which would be in charge of the implementation of this plan.
The original motivation for solving poverty is Mr. Sayling Wen's care for children in financially-trapped area and his strong patriotism, while TTT pools his outstanding wisdom and love care.

Mr. Sayling Wen is described as "adventurous, persistent, broad-minded and altruistic". "adventurous" refers to that he always choose great challenges to undertake; "persistent" to forge ahead his business by overcoming the difficulties; "open-minded and altruistic" to his introducing internet technology to financially-trapped area and creation of new type of development.

Mr. Sayling Wen's greatest contribution was "Seven Steps to Become an Information Society", that was schools leading local economic development, maximizing e-business; improving agricultural and pastoral economy; establishing internet villages; encouraging relocation from rural settlements to internet villages; developing the service industry; and enacting a system of distance employment &service. These seven steps would realize the transformation from agricultural society to information society, which was the most effective method for solving poverty. When the concept of "e-town and accessing to internet in rural area" was proposed in domestic and international conferences, TTT has implemented the plan in hundreds of villages in national wide for three years. The completion of International Convention Center at Yellow Sheep River made YSR the first model base of transforming from agricultural society to information society in the whole world.

United Nations Development Programme defines the poverty in 21st century as people's rejection to opportunities and selection of development rather than inadequate income. However, it is the opportunity that leads to long term healthy and creative life. Thus, the anti-poverty strategy in the new century should be focused on increase people's knowledge-based wealth and improve people ability of development. It's clear that TTT is forging ahead on the road.

TTT's influence to western region also reflects on its"East-West Interconnect" platform, which plays an important role in effective exchange and transfer between eastern and overseas advanced technology and productivity and western resources.

From the aspect of enterprises, any business needs two "P"s, that is passion and profit. The implementation of TTT plan is not only the charity to western region, but also the explorer of western market as representative of Taiwan and overseas enterprises. In the process, TTT gains profit by launching e-business as it helps western regions getting rid of poverty. With the development of TTT's plan, the combination of western digital data bank, "East-West Interconnect" platform and digital centers would produce amazing effect.
