In the winter of 1978, the first explore team went into Laxiwa to begin the survey work of Laxiwa Hydropower station. After 13 years of extremely hard and bitter struggle, in 1992, research report of Laxiwa hydropower station can be formally published. In 2000, in the third session of the ninth national people's Congress, Laxiwa Hydropower station was listed as symbol of the implementation of the western development strategy and the "west to East" project. In October 2001, preliminary engineering plant was started. In April 15th this year, the first generating units were put into operation.
