Town and Talent Technologies Co. Ltd(TTT) was originally set up by Mr. Sayling Wen as a company with social benefits asa goal by applying altruistic principles, hence the term "Social Entrepreneur" business. Applying "Charity Deeds Leading to Business Opportunities", TTT aims to develop market in China western regions by net technology and construct an "East-West Interconnect" e-business platform.

Yellow Sheep River is a tiny mountain village at the foot of Mount Qilian, where used to be fertile and yellow sheep roamed. With the deterioration of natural environment, what have left are the barren land, silent mount and desperate poor people. In Oct, 2000, Dr. Kenny Lin, the former President of Inventec Electronics (Tianjin) visited this place and was moved by what he saw. However, this occasional visit gave birth to the Town and Talent Technologies (China) Co., Ltd(TTT for short).

Town and Talent' s Projects focus on promoting information network in impoverished regions, developing local knowledge-based economy, promoting development of tertiary industry, and accelerating relocation from rural settlements to Internet villages. It plans to build 1000 "East-West Interconnect" Internet base as digital centers in local schools to lead economic development in undeveloped regions. YSR was cited as education method in undeveloped area, and broadcasted in CCTV. In autumn of 2002, Sayling reported Town and Talent Project in APEC in Mexico. And then, more than 20 schools in Thailand expressed their willing to become a member of TTT schools. 　　

The mission statement of TTT is "ApplyingAltruistic Principles, Motivated by Humanitarian Concern, Using Modern Technology and the Internet to Develop a Knowledge-based Economy in the Chinese Western Region for a Bright Future." Nowadays, TTT has set up hundreds of member schools all over western China with "One Touch" operating systems enabled computer classrooms each has its own web-site, which is the important part of "Care West" e-platform. TTT also bears fruit in Introducing Outside Knowledge and Expertise Activities, promoting domestic and broad communication, assisting students in impoverished areas and taking part in International competitions. Some member schools take advantage of e-business to promote local information industry and economic development.

Due to TTT's development and maintenance, there are as many as 155 TTT member schools, hundreds of individual donors and organizations registered on "Care West" e-charity platform.
